APPX_E_RELATIONSHIPS_NOT_ALLOWED means that the package contains Open Packaging Conventions relationship parts. Although Windows app packages are based on OPC, their format does not permit those relationships.
How to diagnose it
- Inspect the package build pipeline for tools that add generic OPC relationship files.
- Build the artifact with MakeAppx or the Visual Studio packaging workflow rather than a generic document-package tool.
- Validate the actual package submitted for deployment, not only the staging directory used before packaging.
The correct fix is to remove the source of the relationship parts and rebuild the package, not to suppress the validation error.
