NTE_PERM
NTE_PERM means that the caller does not have permission to access the requested cryptographic provider resource. The denial can concern a key container, provider registration, certificate private key, or hardware-backed key.
How to investigate
- Identify the effective process identity and whether it is running under a service account, scheduled task, or impersonated user.
- Check access control for the key container, certificate private key, profile, and any connected smart card or hardware token.
- Fix the resource permission or deployment context instead of elevating the whole application unnecessarily.
