SEC_E_SHUTDOWN_IN_PROGRESS signals this condition: The system was shutting down while the security operation was requested. Authentication work was interrupted because Windows was already processing shutdown or restart. This status does not diagnose a Kerberos, certificate, or permission problem.
What to check
- Confirm the shutdown or restart sequence in the System log.
- Let the computer finish booting and network initialization before retrying.
- If this appears without an expected reboot, investigate the process or service that initiated shutdown rather than changing authentication configuration.
