What to check
- Trace ownership of the message handle and ensure every open/reference has a matching close/release in the same lifecycle.
- Do not reuse a message handle after beginning shutdown; acquire a new handle to process a new message.
- If this occurs during shutdown, identify outstanding asynchronous or callback work that still holds the message context.
