The volume is between stable BitLocker states. The result does not say that a password or recovery key was rejected; it says Windows ignored encryption keys because the volume was temporarily not in a state where that operation may use them.
Inspect the same volume with manage-bde -status and record conversion status, percentage encrypted, lock status, and protection status. For programmatic diagnostics, the WMI conversion-state method distinguishes encryption, decryption, paused work, and fully converted states.
Do not change protectors, start a second conversion, or treat the result as a file-system corruption error until the first state transition is understood. A paused or pending conversion and a suspended protector are different conditions and should not be merged in incident notes.
