WU_E_UH_NEEDANOTHERDOWNLOAD means that the existing local payload is not suitable for installation and Windows Update needs a new verified download. It is not a recommendation to reuse the same staged files.
How to investigate
- Look for earlier content-change, hash, range-read, or storage errors for the same update.
- For a managed content service, verify that the client will receive the current update revision on retry.
- If the code recurs after fresh downloads, investigate the update source, local storage, and content integrity path.
