WU_E_EE_NOT_INITIALIZED means the applicability expression evaluator was not ready when it was called. The root cause can be a failed component initialization, interrupted service startup, or earlier dependency failure.
What to inspect
- Search earlier in the update log for the first component-startup or initialization error.
- Check that the Windows Update service is running normally and no concurrent servicing task is holding the subsystem in transition.
- If the error persists across reboot, compare the client with a working device rather than treating it as a one-off scan timeout.
