The command transport failed before a normal TPM policy result
TPM_E_IOERROR (0x8028001F) indicates an I/O problem moving a TPM 1.2 command or response through the Windows/TBS/device path. Because the exchange itself failed, application-level key attributes may never have been evaluated.
Evidence to capture
Record TBS/device status, request length, response framing, driver/firmware events, power transitions, concurrent TPM users, and whether the failure occurs before a TPM response code is available.
Focused correction
Stabilize the TPM transport/device path and repeat the identical serialized command. Only after a valid TPM response is received should authorization, key usage, or NV policy be diagnosed.
