TPM_20_E_VALUE

TPM_20_E_VALUE maps to TPM_RC_VALUE. It is returned when a value is outside the valid context for the field that consumes it. This is broader than a raw length failure: the encoded command can be complete while a handle value, PCR selection, algorithm identifier, or other field is not usable by that command.

The TPM 2.0 specification classifies this as a format-one response code. A raw TPM response may carry extra bits that identify the affected parameter, handle, or session; the Windows HRESULT records the underlying error category.
