TBS_E_SERVICE_DISABLED identifies a configuration state in which TPM Base Services is disabled. It is more specific than a generic service-start failure: Windows is not merely waiting for TBS or reporting a transient startup problem. Applications that depend on TBS cannot reach the TPM through the supported broker while this setting remains in effect.

Changing the service configuration can have security and management consequences. Enterprise baselines or specialized images may disable components intentionally, so the origin of the setting should be established before enabling it locally.
