Provisioning may span several boots and trust boundaries
TBS_E_PROVISIONING_INCOMPLETE indicates that the TPM was not brought fully into the Windows-ready state. Provisioning can require creating or validating the endorsement key, establishing ownership state, storing authorization data, configuring clear restrictions, reading certificates, and completing firmware physical-presence actions across a reboot or shutdown.
