TPM_E_PCP_BUFFER_TOO_SMALL means the output buffer supplied to the Platform Crypto Provider cannot hold the requested data. According to the status definition, no partial result should be treated as valid.
What to check
- Use the documented two-call pattern: query the required size first, allocate the returned length, then call again.
- Keep byte counts and character counts distinct; CNG APIs generally report buffer sizes in bytes.
- Do not retry with a guessed fixed-size buffer because certificates, attestation blobs, and key properties can vary in length.
