PLA_E_RULES_MANAGER_FAILED means the post-processing rules stage failed while evaluating collected data or producing report material. The collector output can remain valid even when the rule target, thresholds, XML, or transformation logic is not.
Retain the raw logs and inspect the rule target file, generated XML, report destination, and Data Manager step sequence. Validate rule inputs against the collector types and counter names actually present in this run. Separating capture from analysis prevents a report-rule defect from being misdiagnosed as lost performance data.
