FVE_E_CLUSTERING_NOT_SUPPORTED means a standard BitLocker operation was attempted against a clustered configuration where that workflow is not supported. Cluster Shared Volumes and SAN deployments need their own documented BitLocker design.
What to check
- Identify whether the target is a cluster volume, CSV, or SAN-attached resource.
