BitLocker validates specific boot applications

The Boot Configuration Data store identifies loaders such as bootmgr, winload, and winresume. FVE_E_BCD_APPLICATIONS_PATH_INCORRECT indicates that a path used for an integrity-protected application is missing, malformed, or points to an unexpected location.

This is more specific than a general boot failure. BitLocker evaluates boot configuration as part of deciding whether a TPM protector may release the operating-system key. An invalid custom validation entry can also prevent BitLocker from being enabled even when Windows currently boots.
