What BitLocker has already established
At HRESULT 0x8031009E, BitLocker has determined that the Network Key Protector certificate was targeted for removal through an API path that does not manage the certificate object. The FVE_E_REMOVAL_OF_NKP_FAILED code does not by itself say that the volume master key is lost or that user data is corrupt.
Operational boundary: Network Unlock certificate management.
Network Unlock combines an OS-volume network key protector, UEFI DHCP support, domain policy, a WDS unlock server and an appropriate certificate. Certificate administration and a runtime unlock attempt are distinct operations. Preserve a TPM+PIN and recovery plan while changing Network Unlock. The feature is intended to ease managed reboots, not replace independent recovery.

Do not merge this incident with a failed Network Unlock request or invalid NKP certificate; this error concerns certificate removal ownership. If both appear with this result in one trace, preserve ordering because the first HRESULT normally identifies the prerequisite that caused later cleanup or fallback messages.

Remove the certificate through the Certificates snap-in and update Network Unlock policy/WDS configuration in a coordinated change.
