FVE_E_LIVEID_ACCOUNT_BLOCKED (0x803100C3) identifies the point where the Microsoft account selected for recovery-password backup is blocked from accepting the escrow operation. Automatic Device Encryption is a provisioning and compliance workflow layered on BitLocker. It evaluates platform eligibility, account-backed recovery escrow, all applicable fixed volumes and protection state; failure of Auto-DE does not automatically mean manual BitLocker is unavailable.
Evaluate every fixed volume and the OS trust anchor together. Automatic unlock and device-wide compliance can fail because a secondary volume is outside policy.
Do not confuse it with a nearby failure
Keep this separate from an account merely offline or temporarily unreachable; the service has returned an account eligibility state. That distinction determines whether the next check belongs to policy, protector inventory, volume geometry, firmware, account escrow or the calling application's buffer contract.
