BitLocker rejected a conflicting conversion-state transition
FVE_E_VOLUME_EXTEND_PREVENTS_EOW_DECRYPT is a BitLocker state-machine result. Windows is still encrypting the drive after the relevant volume-extension/encryption-on-write transition, so a request to turn device encryption off or begin the conflicting decrypt path is not valid yet. The code is not a generic BitLocker setup failure.
What to verify
- Record the target volume identity, conversion percentage, encryption method, protection state, and the management operation that requested decryption.
- Confirm whether the volume was recently extended or another conversion operation is still active.
- Use supported BitLocker status interfaces to observe progress rather than inferring completion from file-system availability.
Recovery boundary
Allow the current encryption transition to reach a stable supported state, then reissue the intended management operation. Repeatedly toggling protectors or forcing storage layout changes while conversion is active can create a harder recovery problem.
