FWP_E_L2_DRIVER_NOT_READY means the WFP MAC layers are not ready for the requested operation. It is typically a startup, Plug and Play, or network-stack readiness condition.
What to check
- Retry only after the relevant network adapter and filtering components have completed initialization.
- Do not assume a firewall rule is wrong when the underlying layer is not yet available.
- Check device and service events for adapter restart, driver update, or stack reset occurring at the same time.
