WHV_E_VP_DOES_NOT_EXIST means the partition has no virtual processor at the supplied index. Register access, execution, cancellation and deletion all depend on the VP creation lifecycle established by WHvCreateVirtualProcessor or its newer variant.

The error often reveals inconsistent controller state: a failed create was treated as success, a processor was deleted while another thread still referenced it, or the caller used a guest CPU identifier that does not match the WHP VP index.
