E_IMAPI_ERASE_DISC_INFORMATION_TOO_SMALL points to malformed or insufficient device response data, not merely a nonblank disc. During erase preparation IMAPI inspects disc information reported by the optical drive; the returned structure was shorter than required for the operation.

Collect drive, firmware, and media compatibility evidence

The public IMAPI error reference specifically associates this result with a READ DISC INFORMATION response. Erasing or recreating a filesystem image in software cannot repair a truncated device response. Avoid treating it as equivalent to E_IMAPI_ERASE_MEDIA_IS_NOT_ERASABLE: one says the drive reported insufficient command data; the other says the medium is not erasable.
