WINCODEC_ERR_NOTINITIALIZED means that a WIC component was used before the initialization required by that interface completed. WIC decoders, encoders, transforms and streams have separate initialization methods; constructing a COM object alone is not enough.

Ensure that the stream, bitmap source, frame or option object passed to initialization remains valid for the lifetime required by the component.
Do not continue after a failed initialization only because an output interface pointer is non-null.
