STATUS_INVALID_QUOTA_LOWER
The new hard limit is lower than current quota usage
Quota policy changes are validated against the amount already charged to the user. Lowering a hard limit beneath current usage would immediately place the account beyond the allowed boundary, so the requested update is rejected.
Freeing arbitrary volume space is not enough; the space must be released from files charged to the affected SID. Ownership and quota charging can differ from the user currently editing the file.
What to inspect
- Query QuotaUsed, QuotaThreshold, and QuotaLimit for the exact SID.
- Identify which files are charged to that account before changing ownership or deleting data.
- Lower the limit only after usage is reduced, or explicitly choose a policy that permits an over-limit state.
