STATUS_SYSTEM_SHUTDOWN
The system is already shutting down
Once Windows enters shutdown, services and processes can be stopping, handles can be closing, and subsystems may reject work that would outlive the transition. This status should therefore be interpreted as a lifecycle boundary, not as an ordinary transient resource error.
Record which API returned the status and whether the caller was starting new persistent work, opening a remote session, or changing system state. Retrying in a tight loop during shutdown is usually counterproductive. Persist only the minimum restart information that the component is designed to save at this stage.
What to inspect
- Capture the caller, operation, and timestamp relative to the shutdown request.
- Stop accepting new work and let existing operations follow the component shutdown contract.
- Resume deferred work after the next startup only when the operation is designed to be restartable.
