STATUS_BLOCK_TOO_MANY_REFERENCES

A shared file-system block reached its reference-count limit

Copy-on-write and block-cloning file systems can let multiple file regions reference the same physical block. ReFS records a reference count for cloned regions and documents a maximum number of mappings to one physical region. This status means another reference cannot be added.

The source data is not necessarily corrupt. The failed optimization can usually fall back to a physical copy that allocates independent blocks. Repeated occurrences may indicate a workload cloning the same base image unusually many times.
