The RPC server call limit is below the runtime minimum

Server registration can limit the number of concurrent calls for a protocol sequence or interface. This status means the configured value is too small for the RPC runtime to accept.

The useful evidence is server startup configuration rather than client input. A value that looks like a defensive limit can prevent the server from registering any usable listener.
