SL_E_SERVICE_RUNNING (0xC004F07B) is a state precondition from Software Protection. The requested maintenance operation expects the licensing service to be stopped, but SCM still reports it running. It does not say that activation, entitlement validation, or normal licensing service operation has failed.
Check why the service is still alive
- Capture the exact maintenance command and the service state/PID at that instant.
- Confirm whether another process, scheduled task, trigger, or recovery policy restarts Software Protection after it is stopped.
- Wait for
SERVICE_STOPPED; do not treatSTOP_PENDINGas equivalent.
Validate the maintenance sequence
Repeat only the maintenance action that required the stopped service. If the next result is SL_E_SERVICE_STOPPING, shutdown has begun but has not finished; continue observing the state transition rather than troubleshooting licensing data.
