NS_E_NETWORK_BUSY (0xC00D000E) means The network is busy. The important boundary is network capacity; do not replace this result with a broader “Windows Media failed” diagnosis.
What this result proves
This code proves that the network path was available but temporarily too busy for the requested Windows Media operation. It does not, by itself, prove a codec, permissions, network, device, or media problem outside that boundary. Preserve the first lower-level result when one exists, because later Player or Encoder errors can hide the original cause.
Evidence and focused verification
Keep endpoint and protocol fixed, capture queue/back-pressure or socket status, and retry only after the congestion condition changes. Keep the media object, endpoint, profile, or device identity fixed while changing only that rejected precondition. A successful retest should pass this exact boundary; a different HRESULT from a later stage is new evidence, not recurrence of NS_E_NETWORK_BUSY.
