The client has too many files open
NS_E_OPEN_FILE_LIMIT (0xC00D0031) is a resource-count limit, not failure to allocate space for one particular file. The component refuses another open because the allowed simultaneous file set is already exhausted.
Find what remains open
Record open-file/handle count for the affected client or service context, file categories, and lifetime across requests. Look for sessions, publishing points, or cleanup paths that retain handles after the associated operation ends.
Retest
Close or release the objects that own unnecessary files and retry the exact open. Raising limits without understanding handle lifetime may only postpone recurrence; storage permissions are irrelevant if the failure occurs before another open is attempted.
