What this result proves
This code proves that the requested delivery mode is not one of the modes accepted by the owning Windows Media component. It does not, by itself, prove a codec, permissions, network, device, or media problem outside that boundary. Preserve the first lower-level result when one exists, because later Player or Encoder errors can hide the original cause.
Evidence and focused verification
Record the numeric/enum value and api that rejected it; select a documented mode for that same operation.
