Prove which policy applies
Record the feature being requested, effective policy value, policy source/scope, user or machine context, and whether the process has refreshed policy since the setting changed. Compare the effective result rather than only a local registry value that domain policy may overwrite.
Corrective path
If the feature is permitted by organizational policy, change the controlling policy through the supported administration path and refresh it, then retry the same operation.
