NS_E_ICMQUERYFORMAT (0xC00D1B6C) means It was not possible to obtain output information from the video compressor. The important boundary is video compressor negotiation; do not replace this result with a broader “Windows Media failed” diagnosis.
What this result proves
This code proves that the encoder could not obtain an acceptable output format from the video compressor. It does not, by itself, prove a codec, permissions, network, device, or media problem outside that boundary. Preserve the first lower-level result when one exists, because later Player or Encoder errors can hide the original cause.
Evidence and focused verification
Record input media type, compressor clsid/driver and ic/format-query result; test a format explicitly reported as supported by that compressor. Keep the media object, endpoint, profile, or device identity fixed while changing only that rejected precondition. A successful retest should pass this exact boundary; a different HRESULT from a later stage is new evidence, not recurrence of NS_E_ICMQUERYFORMAT.
