The voice-codec optimization definition is unusable
NS_E_BAD_CONTENTEDL (0xC00D1BAA) points to the definition file used for voice-codec optimization. The encoder cannot apply that optimization because the required file cannot be found or parsed correctly.
Verify the definition artifact
Record the configured definition-file path, existence, file size/hash, version, access result, and the operation that loads it. Distinguish “file not found” from a present file whose contents fail validation.
Retest
Restore the correct supported definition file for the installed encoder version and retry the same profile without changing audio source or codec. If the file loads and a different profile constraint fails, preserve that new result. Randomly editing the definition is not a safe repair.
