A required profile property is empty
NS_E_NO_PROFILE_NAME (0xC00D1BB3) means Windows Media Encoder reached profile validation without a profile name. It does not imply a codec, source, or output failure.
Check the profile object actually being validated
Record the profile instance, its serialized .prx/.wme representation if available, and the value of the name property immediately before validation. This catches cases where a UI field was populated but the value was never committed to the profile object used by the encoder.
Correction
Assign a non-empty profile name through the profile API or configuration, persist it if the profile is saved, and validate the same object again. Keep audience and source settings unchanged. A later validation code should be diagnosed on its own rather than treating this missing metadata field as a general profile corruption signal.
