MF_E_QM_INVALIDSTATE reports a Quality Manager state problem: quality management is off at the time of the requested operation. The failure belongs to Quality Manager lifecycle and topology state rather than to the syntax of a media sample.

Correlate the operation with topology and shutdown notifications

A typical quality manager enumerates the current topology during NotifyTopology and obtains IMFQualityAdvise from adjustable pipeline objects. Media Foundation also allows an application to replace the default playback-tuned quality manager with a custom implementation. When this HRESULT occurs, first prove that the quality operation belongs to the currently active topology and lifecycle phase; changing decoder settings will not re-enable a Quality Manager that is currently off.
