MF_E_TIMELINECONTROLLER_CANNOT_ATTACH is an attachment-state failure. The controller object can be valid and the media source can be supported, yet the current state of the target playback object prevents the controller from being associated with it.

Record the state at the assignment boundary

The official Microsoft synchronization sample creates the players, creates one MediaTimelineController, disables each CommandManager, and assigns the controller before loading content for synchronized playback. That sequence is a useful baseline when diagnosing this HRESULT. Do not confuse attachment failure with a controller Failed event during later playback: the former is about establishing the player/controller association, while the latter reports an internal timeline error after the controller exists.
