STATUS_SXS_THREAD_QUERIES_DISABLED

Resource pressure disabled isolated-activation queries on one thread

The side-by-side loader normally queries the active context stack while resolving manifest-driven bindings. This status points first to resource exhaustion or allocation failure, not to an XML syntax error in a particular manifest.

The scope is the current thread, so compare behavior across threads and processes. A process may continue partially while one thread can no longer perform isolated activation queries, which can make later DLL, COM, or settings resolution fail in confusing ways.
