An assembly identity field has an invalid value

STATUS_SXS_INVALID_IDENTITY_ATTRIBUTE_VALUE means that an assemblyIdentity attribute is present but its value is not accepted. Side-by-side identity is structured: type, name and version are required, while architecture, language and public-key token use their own documented forms.

This is not the same as a missing assembly. Windows cannot use the declared identity as a lookup key until its individual fields are valid. For example, a version must follow the required four-part numeric form, and the manifest type has a specific required spelling.
