The file is outside the declared assembly membership

STATUS_SXS_FILE_NOT_PART_OF_ASSEMBLY means that an operation referred to a file that the relevant assembly manifest does not declare as one of its members. The physical file may exist on disk; the failure concerns membership in the manifest-defined assembly.

This differs from STATUS_SXS_ASSEMBLY_NOT_FOUND, where the assembly identity cannot be resolved, and from STATUS_SXS_FILE_HASH_MISMATCH, where a declared file is present but its verification data does not match. Adding an untracked file to an installation directory does not make it an assembly member.
