STATUS_GRAPHICS_NOT_EXCLUSIVE_MODE_OWNER

STATUS_GRAPHICS_NOT_EXCLUSIVE_MODE_OWNER identifies an ownership conflict in the display presentation path. The requested operation needs exclusive ownership of the relevant VidPN source before it can create an unmanaged primary allocation. A VidPN source is an independent view or primary-surface chain; it is not simply a monitor name or an application window.

This status does not by itself show a GPU failure. It says that the source is currently controlled by another display-management client or is not in a state where the requested exclusive operation is valid. Treat a fullscreen transition, a mode-set request, a desktop switch, and a competing display-management component as separate possibilities.

What to record before retrying

A retry is meaningful only after the ownership transition has completed. Recreating allocations repeatedly without checking the source owner can turn a transient display-state change into a noisy failure loop.
