Target mode controls the output signal

A target mode describes the video signal delivered to a video present target. This status identifies an invalid selected target-mode descriptor in the current VidPN. It can involve timing, target association, or the lifetime of the mode object; it is not automatically an EDID checksum error or a source-surface error.

Target modes change as the topology and related pinned modes change. Diagnosing it requires the selected target mode plus the active path, not a generic list of monitor resolutions.
