STATUS_FVE_NO_LICENSE is a feature-availability result from BitLocker Drive Encryption. It means the OS image or edition does not include the BitLocker capability required for the requested operation.
This is not a protector, TPM, password, or recovery-key problem. Diagnostics should confirm the Windows edition and feature state before investigating volume metadata or encryption method.
