What this BitLocker status means
Conversion has reached a source-read step and the storage stack did not return the required data. This differs from STATUS_FVE_CONV_WRITE_ERROR, which reports a failure while committing converted data back to the volume.
State to verify
Capture the storage error context from the relevant Windows logs and the underlying device, controller, virtual-disk, or network-storage path. Record the conversion state before retrying so that a later recovery action is not confused with a first-pass conversion failure.
Recovery and confirmation
Do not treat this as a password or TPM issue. Preserve recovery material and avoid unplanned repartitioning or forced cleanup while the conversion state is unresolved; first determine whether the source media can be read reliably.
