STATUS_FVE_TPM_DISABLED
A TPM-backed BitLocker protector requires an enabled and usable TPM. This is not an incorrect PIN result and not evidence that a recovery password is wrong; the platform component expected to protect or release the key is unavailable to the workflow.
Check the TPM state in Windows and the platform firmware configuration, together with organisational policy that may disable or restrict it. Do not clear the TPM merely to remove this status: clearing can invalidate protectors and makes recovery material essential.
When the TPM is intentionally unavailable, use the organisation’s approved BitLocker recovery or alternate-protector process. Establish that recovery information is backed up before changing the TPM state.
