No BitLocker action was taken because the current state cannot advance until Windows restarts. This is not a successful conversion, not an unlock result, and not evidence that a recovery credential failed.

Inspect the current protection and conversion state before scheduling the restart, then ensure that recovery material is available in case the next boot exposes an expected protector or boot-validation change. A restart is a state-transition requirement, not a generic repair for unrelated storage errors.

After the restart, re-query the volume rather than assuming the originally requested action completed. If the same request remains blocked, collect the status and the prior operation that established the pending reboot condition.
