The policy owner object cannot be found

STATUS_FWP_PROVIDER_NOT_FOUND means that the WFP provider object named by the operation is absent. A provider is a policy-owner identity used to group and secure WFP objects; it is not the same thing as a provider context, filter, callout, network adapter, or Windows service process.

This often indicates an installation or lifecycle mismatch: the provider was never added, was removed during cleanup, or the caller is using a different GUID than the policy installer. Confirm ownership and access control before recreating objects. Reusing a new provider GUID without understanding existing dependencies can orphan filters, sublayers, or diagnostic associations.
