STATUS_NDIS_OFFLOAD_CONNECTION_REJECTED means the request reached the TCP Chimney offload target but that target did not accept the connection. This differs from a local policy block: the offload machinery evaluated connection state and decided the adapter or target could not own it.

Use connection-specific evidence. The TCP state, options, security processing, checksum/offload capabilities, and target resource limits can all matter. Because TCP Chimney is deprecated, also check whether the driver stack is old compatibility code that should not be used for new designs.
