Do not diagnose it as ordinary association failure. AP startup is being rejected before clients can connect. Validate the adapter's advertised bands, the current regulatory domain, and any system or vendor policy that restricts AP operation. The same adapter may support the band for station operation but not expose AP operation on it under current rules.

- Record requested band, operation mode, country/region data, and adapter capabilities.
- Check whether AP mode is permitted on that band for the installed driver and location.
- Compare with channel-specific rejection to decide whether changing channel inside the same band can help.
