COPP compatibility is a driver capability, not a codec setting

ERROR_GRAPHICS_COPP_NOT_SUPPORTED means the selected display path cannot create an output object with Certified Output Protection Protocol semantics. COPP is the compatibility mode of IOPMVideoOutput; newer software should request OPM semantics unless it must interoperate with a legacy protected-media component.

This failure occurs before a particular protection level is enabled. Reinstalling a media codec does not add COPP support to the display miniport. Enumerate the physical outputs again, record the requested OPM_VIDEO_OUTPUT_SEMANTICS value, and check whether the same connector succeeds with OPM semantics. Also distinguish an unsupported interface from a later HDCP, ACP, or CGMS-A capability failure.
