A processor did not complete the expected Hyper-V startup transition

STATUS_HV_PROCESSOR_STARTUP_TIMEOUT points to a processor-startup synchronization problem. It can appear when Hyper-V is bringing processors into the state needed to run the hypervisor or a partition and one processor does not respond within the expected interval.

Diagnose it as a host or virtualization-layer startup problem, not as a normal guest application crash. Firmware settings, microcode, power-management behavior, CPU hot-plug state, or nested virtualization can all affect whether a processor reaches the required state in time.

This is not the same as an invalid VP index. A virtual processor can be correctly named while a physical or logical processor needed by the hypervisor fails to complete its startup transition.
